gandalf doctor: check readiness for setup portability - Gandalf

gandalf doctor checks whether the local machine is ready to accept an imported bundle or an applied manifest. It reports missing tools, missing required environment variables, and other readiness issues. Doctor never installs packages or restores secrets.

Output shape

Text output starts with the target platform, then lists readiness items with categories and suggested fixes. The command exits non-zero if any item is categorized as blocked.
